Colorado-Bred Paint Horse Program
Paint Horse Breeders are eligible to receive Colorado Breeder and Owner Awards
from the State Supplement Purse Fund when their Paint Racehorses are registered
in the Paint Colorado-Bred Program. Any foal designated as "Colorado-Bred"
receives certain benefits under the state’s racing rules. In addition to cash
awards, distributed according to each breed’s established program, at least one
race per day is offered for Colorado-Bred horses, providing such horses are
available. When entered in an Open or non-Colorado-Bred race, horses registered
as Colorado-Bred are allowed a 3-pound weight allowance at the time of entry.
All registered Colorado-Bred horses are identified as such on racing programs.
For a Paint foal to be designated Colorado-Bred, Paint breeders must register
mares and stallions (Paint, Quarter or Thoroughbred) in the Paint Colorado-Bred
Program. Broodmares must be registered before September 1 of the breeding season
for their first foal to be registered Colorado-Bred. Once the mare is in the
program, all future foals can be registered Colorado-Bred through their
2-year-old year. Broodmares are registered for life. Fillies registered as foals
for racing are not automatically registered as broodmares. These horses are
advanced by registering them as a Colorado-Bred Broodmare by September 1 of the
breeding year for their first Colorado-bred foal.
Stallions should be nominated by February 1 of an upcoming breeding season, but
can be nominated for double the nomination fee ($100) until November 1. The
stallion nominator will receive State monies based on the earnings at Colorado
tracks by all get from that breeding season.
Remember that a mare must be in the Paint Colorado-Bred Program for its Paint
foal to be eligible to earn Colorado Paint Breeder and Owner awards. Foals must
be registered with the American Paint Horse Association and a Certificate of
Registration must be submitted to be stamped as a Colorado-Bred horse. For

Oklahoma-Bred Paint Horse Program
The Oklahoma-Bred Program is a state-bred incentive program that awards money to
the owners of sires and dams of Oklahoma-bred racehorses that are registered in
the program. Money for this program comes from the Oklahoma Racing Commission,
collected as breakage and unclaimed ticket proceeds, and accrue to the Oklahoma
Breeding Development Fund Special Account as purse supplements, stakes and
rewards to owners of Oklahoma-bred racehorses registered in the Oklahoma-Bred
Program. These races are run at Commission-licensed pari-mutuel racetracks.
All broodmares must be registered in the Permanent Broodmare Registry prior to
foaling an Oklahoma-Bred-eligible foal. For resulting foals to be eligible for
accreditation as an Oklahoma-Bred, except under late application conditions, the
stallion must be registered in the Permanent Stallion Registry by February 1 of
the breeding season that produces the resulting foal. Racing stock may register
in the Racing Stock Registry by December 31 of the year of the horse’s birth
with a fee of $25. Other racing stock registering by June 1 of their yearling
year must pay a $50 fee. The registration fee is $500 for all other racing stock
registered through December 31 of the horse’s 3-year-old year. On or after
January 1 of their 4-year-old year, the registration fee is $1,000.
Accredited Oklahoma-Bred racing stock are not automatically registered as such.
Accredited racing stock not transferred to the Permanent Broodmare Registry
prior to foaling an otherwise eligible foal may now be registered in the
Permanent Broodmare Registry under the new Hardship Rules, and the foal is still
eligible to be registered. The racing secretary at each racetrack is required to
write and offer no less than an average of two (2) races each day for accredited
Oklahoma-Bred horses. In addition, accredited Oklahoma-Bred horses that finish
first, second or third in Open races, excepting trial races, at a pari-mutuel
racetrack, may be eligible to receive owner, breeder, and stallion awards

Texas-Bred Paint Horse Program
An accredited Texas-Bred Paint foal is a horse registered with the American
Paint Horse Association, accredited with the Texas Paint Horse Breeders’
Association (TPHBA), conceived and foaled in Texas, sired by a stallion
accredited with the TPHBA, and out of a mare accredited with the TPHBA that is
permanently domiciled in Texas.
All Paint horses foaled in Texas must be registered as Accredited Texas-Bred
with the TPHBA before they will be allowed to start in any Texas-Bred race. In
order for the owner, breeder and stallion owner to legally claim incentive fund
money for finishing first, second, or third in any pari-mutuel race in Texas
(except a stakes race restricted to Accredited Texas-Breds), the animal must
have been accredited as a Texas-Bred Paint Horse with the TPHBA prior to
starting in any pari-mutuel race in Texas. Breeder awards will be paid to owners
of mares that were accredited with the TPHBA at the time of conception of the
accredited Texas-Bred foal. Mares must be accredited by December 31 of the year
of conceiving an accredited Texas-Bred. Stallion owners are eligible to receive
Stallion Owner Awards only from offspring sired in Texas after the stallion has
been accredited with the TPHBA. Stallions must be accredited by February 1 of
the year prior to siring an accredited Texas-Bred.
Any horse accredited with the TPHBA that becomes breeding stock must be
accredited with the TPHBA as an accredited Texas broodmare or stallion and pay
the appropriate fee(s). An owner may request the advancement from racing stock
to breeding stock with the TPHBA when the decision to start breeding occurs.
